On August 19, 2024, the President of the Russian Federation signed Decree No. 702 "On Humanitarian Support for Persons Who Share Traditional Russian Spiritual and Moral Values." It establishes a legal foundation for foreign citizens seeking a new home in Russia.

Unlike the regular procedure, the mandatory tests in Russian, History, and Law are completely waived.

Path to Citizenship

The RVP is the first step. From there, the path leads through the Permanent Residence Permit (VNZ) to Russian citizenship.

Procedure

The Path to Residence Permit

Initial Contact

Contact a Russian consular office in your home country or use our contact form. We will clarify your individual eligibility and advise you on the next steps.

Visa Application

Apply for a private visa with the purpose "Sharing Common Values" at the appropriate Russian consulate. Have your passport and required documents ready.

Entry to Russia

Travel to Russia with the issued visa. You will receive the migration card at border control. Register at your place of residence within 7 business days.

Submit RVP Application

Submit your application for the Temporary Residence Permit (RVP) at the appropriate Migration Authority (MVD) in Russia. Present all required documents.

Review and Decision

The authority reviews your application. Upon positive decision, you will receive your RVP – valid for up to three years, with the right to work and access to social services.

Passport

Valid for at least 6 months beyond the planned entry date. At least 2 blank pages.

Passport Photos

4 photos in the format 3.5 × 4.5 cm on matte paper. Current, without head covering.

Health Certificate

Medical certificate confirming the absence of certain infectious diseases (HIV, tuberculosis, etc.).

Declaration of Values

Written declaration that you share Russia's traditional values and reject the neoliberal policies of your home country.

Migration Card

Issued at the border upon entry. Fill out both parts carefully, keep the duplicate.

Registration Confirmation

Proof of registration at your place of residence in Russia. Required within 7 business days after entry.

Certified Translations

All non-Russian documents must be translated into Russian by a certified translator and notarized.

Health Insurance

Valid international health insurance with coverage for the territory of the Russian Federation.

Frequently Asked Questions

Do I need to know Russian?

No. No language tests are required for the RVP under Decree 702. However, we recommend acquiring basic knowledge as it will significantly ease your daily life.

Can I work with the RVP?

Yes. The RVP automatically includes work authorization. You may be employed in the region where your RVP was issued.

What happens after the 3 years?

After at least 1 year with RVP, you can apply for the Permanent Residence Permit (VNZ). This is valid for 5 years and renewable. After that, the path to citizenship is open.

Can my family members come with me?

Yes. Spouses and minor children can also apply for a residence permit through the simplified procedure.

In which region can I live?

You can apply for any region of Russia. The choice depends on your personal preferences and professional opportunities.

Do I have to give up my current citizenship?

Not for the RVP and VNZ. Only when applying for Russian citizenship do the respective regulations on dual citizenship apply.

What do "shared values" mean specifically?

The Decree refers to traditional spiritual and moral values such as family values, religious freedom, and cultural identity that the applicant shares and wishes to preserve.
